COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:

Polaris

i. This is a combined synopsis/solicitation for commercial items prepared in accordance

with the format in FAR Subpart 12.6, as supplemented with additional information

included in this notice. This announcement constitutes the only solicitation; quotes are

being requested and a written solicitation will not be issued.

ii. Solicitation FA4877-21-Q-A148 is issued as a Request for Quotation (RFQ).

iii. This solicitation document incorporates provisions and clauses of those in effect through

Federal Acquisition Circular 2021-03 effective 16 Feb 2021, Defense Procurement

Notice 20210115, and Air Force Acquisition Circular 2019-1001

iv. This is a small business set-aside. The associated North American Industrial

Classification System (NAICS) code for this procurement is 336112 with a small

business size standard of 1,500 Employees.

v. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the

following:

Product Description

a. CLIN 0001 – Polaris with add-ons IAW the Gear List or equal– QTY: 10 – Unit

of Measure: EA

b. To be considered acceptable quotes shall include the following:

10x total vehicles - 5x diesel vehicles, 5x gasoline vehicles

Diesel vehicles must have:

 4 person capacity

 6000lb winch

 24.5 HP

 All Wheel Drive

 2,000lb payload

 Automatic transmission

 Tip-out glass windshield

 Roof rack

 All doors included w/ roll-down windows

 Flood bar lights

 Front hood storage rack

 Rear facing light bar

Gasoline vehicles must have:

 6 person capacity

 80 HP

 All Wheel Drive

 1700lb payload capacity

 2500lb towing capacity

 4500lb winch

 Automatic transmission

 Tip-out glass windshield

 Roof rack

 All doors included w/ roll-down windows

 Flood bar lights

 Front hood storage rack

 Rear facing light bar

vi. Delivery shall be FOB Destination.

vii. The government will place an order with the offeror whose quote meets lowest price and

technical acceptability. Technical acceptability is defined and referred to within this

solicitation document as the offeror’s capability statement to meet the defined salient

characteristics of the product or service.

viii. Important Dates/Times (All Times are Arizona Local Time)

a. Questions are due by 10 March 2021, 12:00 pm.

b. Answers will be provided by 11 March 2021, 12:00 pm.

c. All quotes shall be submitted by 15 March 2021 10:00 am.

ix. It is the responsibility of the offeror to review the posting for any changes or amendments

that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all

quotes and/or questions are submitted in a timely manner by specified due date.
