SECTION 00 11 13 ADVERTISEMENT FOR BID Sealed bids will be received by the Point Coupee Parish Government 160 East Main Street, New Roads, LA 70760 (mailing address P.O. Box 290, New Roads, Louisiana 70760) on Aug. 20, 2020 at 2:00 PM local time from Commercial Building Contractors, and then at said office publicly opened and read aloud for construction of the project described as follows: Pointe Coupee Parish Government – Courthouse Annex Restorations Project No. 19025 General Scope of project: Removal of approximately 9,647 square foot of the existing courthouse annex low-sloping roofing system. Installation of new SBS roofing system. Interior finish-out and alterations of existing second floor office space consisting of approximately 3,019 square feet. Minor alteration of first floor Women’s restroom consisting of approximately 100 square feet. Additive Alternate #1 Work Includes: Clean exterior brick wall facades of rear building and apply new elastomeric exterior coating system. Install new in-fill concrete slab as noted on drawings and (1) new yard drain tied into existing sub-surface drainage system. Additive Alternate #2 Work Includes: Demolition of existing second floor rear window fenestrations on rear building and replacement with new 1” clear insulated fixed vinyl-aluminum clad windows consisting of (2) – 56” wide x 94”tall and (3) – 108” wide x 94” tall with true divided or simulated lites to match existing. Provide all new window flashings, sealants, structural header conditions / supports, and exterior/interior paint required. Additive Alternate #3 Work Includes: Cut, Demolition of existing, and install fully welded new ADA / Code compliant guardrail system along high exterior concrete walk between front and rear buildings. Clean, repair, and paint existing metal handrailing system at exterior covered walkway between front and rear buildings. M. 2019. Best’s Key Rating Guide. If surety qualified by virtue of its Best’s listing, the amount of the Bond may not exceed ten percent of policyholders’ surplus as shown in the latest A.M. Best’s Key rating Guide. The bid Bond shall be in favor of the Pointe Coupee Parish Government and shall be accompanied by appropriate power of attorney. No Bid Bond indicating an obligations of less than five (5%) by any method is acceptable. Beginning at 2:00 p.m., August 20, 2020 all bids will be downloaded. No bids are accepted after 2:00 p.m. Bids may be submitted electronically at www.centralbidding.com. Contractors should have obtained a set of plans and specifications prior to this time. Contract, if awarded, will be on the basis stated in the Instructions to Bidders. No bid may be withdrawn for a period of 45 days after bid opening except as provided by law. Bidders must meet the requirements of the State of Louisiana Contractor’s Licensing Law, R.S. 37:2151 et seq. Bidders must comply with provisions of R.S. 38:2212.10. The successful bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U.S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the policyholders’ surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A – rating in the latest printing of the A.M. Best’s Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders’ surplus as shown in the latest A.M. Best’s Key Rating Guide nor fifteen percent of policyholders’ surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance. The Bond shall be signed by the surety’s agent or attorney-in-fact.
