The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for repairs to the Stone Dike on Long Beach of the Plymouth Harbor (Federal Project) located in Plymouth, Massachusetts. This announcement is to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990. The project is planned to be issued on or about July 2016. The construction will occur in the fall and winter of 2016-17 and is expected to take several months. The estimated construction cost is between $100,000.00 and $500,000.00.

The work of this project consists of repairing several isolated sections of the stone dike on Plymouth Long Beach, by retrieving stones that have been displaced during the winter storms of 2015, and re-shaping the stone dike to design dimensions. The work also will require the supply and installation of approximately 100 tons of new stone (3 to 6 tons each) as necessary, to complete the repairs. All of the repair areas are accessible by land equipment. Anticipated work window is October 1, 2016 to March 31, 2017.

Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), and what type of equipment would be utilized for this project. Firms must submit documented information that demonstrates experience with a minimum of two examples of construction projects, similar in scope and magnitude to this project that the firm has successfully performed in the last five years. The examples must clearly demonstrate stone structure repair projects for interlocked stone construction and demonstrate experience with acquiring and placing armor stones (with a minimum size of 6 tons) with land equipment and demonstrate experience in working in a dynamic and restricted marine environment (ocean waves, tides, time of year, etc.). Responses should include experience of Foreman and Crane Operators working on stone structures. Please indicate your team subcontractors that will be used to support your effort and include their prior experience and qualifications. Proof of bonding capability is required.
