Update 09/09/2022: Amendment 0001 was posted on September 9, 2022 to sam.gov. This amendment adds cutting unit spatial data to the solicitation.

Background: The Plumas Stewardship IRSC shall be awarded under the following authority.

Stewardship Authority:  Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. 

NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.

Project Location: The project area is located entirely on National Forest System lands within the administrative boundaries of the Feather River, Mt Hough, and Beckwourth Ranger Districts of the Plumas National Forest in California.  

Description: The objective of this project is to treat standing and downed fire killed fuels along and adjacent to roads within the North Complex Fire of 2020 and the Dixie and Beckwourth Fires of 2021. These roadside fuels treatments are a vital step of the continued post-fire restoration activities to ensure safe access and working conditions. The project will also reduce the risk of future wildfire and insect or disease infestation and protect, restore, and enhance forest ecosystem components within the project area.

1. Mechanically remove unmerchantable trees and small diameter hazardous fuels along roadsides to landings to be later burned by FS or chipped/removed from contract area. Mandatory and Optional decking/processing of merchantable logs for possible removal.

2. Remove product per Timber Subject to Agreement if awarded.

It is anticipated that up to three awards will be made from this solicitation. Items 1, 2, and 3 may be separate awards.

Product removal shall be included as an Optional Item with the quantity of product removed to be proposed by the quoter.  Providing a quantity and price for removal is not required to be eligible for contract award but is encouraged by the Government.  Specified road maintenance shall only be required if Optional Removal of Timber Subject to Agreement is awarded; optional removal should be priced accordingly.

PERIOD OF PERFORMANCE IS FROM DATE OF AWARD THROUGH 12/31/2022 for Mandatory Items and 10/01/2023 for Optional Items.

Site Visit #1 – Feather River and Mt Hough District:

Date: September 14, 2022

Time: 10:00 AM PT

Location: Participants shall meet at 4 Trees Warming Hut (Intersection of Oro-Quincy Highway (Hwy 162) and 23N28 road) (East end of Unit 1). We also will look at unit 9 near Bucks Lake.

Site Visit #2 – Beckwourth District :

Date: September 20, 2022

Time: 10:00 AM PT

Location: Participants shall meet at the intersection of 24N10 road and PC113 road (north end of Lake Davis on east end of unit 17).

All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation.  Registration in SAM is a free service and you do not need to pay to register in this system.
