Description
This is a sources sought synopsis only, not a solicitation announcement. This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract.

The U.S. Coast Guard (USCG), Aviation Logistics Center (ALC) is performing market research to determine available sources with the capability to provide a Personal Locator Beacon (PLB) or Electronic Locator Transmitter (ELT) that will broadcast at COSPAS SARSAT frequencies 406.040 MHz, 406.049 MHz, and 406.052 MHz. The ideal test device would have a way to program the broadcast frequency anywhere in the 406.000 - 406.100 MHz frequency range. ALC understands these frequencies are not yet used commercially, but these beacons will be used as test devices to verify the USCG's new direction finding system prior to the design being fielded.

Please indicate any and all permissions or waivers required by NOAA, COSPAS SARSAT, or any other agency that would regulate transmission on these frequencies, so the USCG can evaluate attaining these permissions.

Please respond to the following questions:
1) Is your business a large or small business?
2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business?
3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act?
4) Is your firm a certified "hub zone" firm?
5) Is your firm a woman-owned or operated business?
6) Is your firm a certified Service-Disabled Veteran-Owned?
7) Is your product listed on a GSA schedule?
8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers?
9) If possible, any POCs for civilian users for general usage of product questions.

After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity website. Responses to this sources sought synopsis are not an adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.
