Platts/McGraw-Hill, Inc will provide the NRC with and electronic redistribution site licenses for the following newsletters: Inside Energy, Inside NRC, Nuclear Fuels, Nucleonic Week, Inside Energy Extra, and Nuclear News Flashes. These periodicals are only published by Platts/McGraw-Hill, Inc and are under copyright. The period of performance for this effort is December 21, 2011 through December 20, 2012 with four (4) one (1) year option periods. The authority for negotiating on a sole source bases is made under 41 U.S.C. 253 (c)( 1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only once source is reasonably available. The Government intends to negotiate solely with Platts/McGraw-Hill, Inc 1221 Avenue of the America's, New York, NY 100210 for a firm fixed price contract for the publication references above. This notice of intent is neither a request for proposal nor a solicitation for offers. A final determination not to award this proposed procurement based on responses to this solicitation is solely within the discretion of the Government.
