Sierra Army Depot (Sierra AD) has a requirement for plastic railroad ties. Railroad Ties shall meet American Railway Engineering and Maintenance-of-way Association(AREMA) standards chapter 30 and be IMPERVIOUS TO BIOLOGICAL EFFECTS, SURFACE DETERIORATION DUE TO ABRASION SURFACE DEGRADATION DUE TO UV LIGHT EXPOSURE, and STABLE PLASTIC COMPOSITE.
Salient Characteristics are as follows:
1. Appearance- Textured and Black
2. Density (lbs per cubic foot)- 55-70
3. Weight (lbs)- 185-320
4. Modulus of Elasticity (MOE)- Minimum 170,000 psi
5. Modulus of Rupture (MOR)- Minimum 2,000 psi
6. Rail seat compression- Minimum 900 psi
7. Surface hardness, new- 7,800 lbs to push a 2 inch diameter steel ball 0.25 inches into surface of the tie.
8. Spike insertion pressure- 7,200 lbs.
9. Spike withdrawal pressure- 1,900 lbs.
10. Single Tie lateral resistance pressure- Minimum 2,500 lbs.
11. Coefficient of Thermal Expansion- Maximum 7.5 x 10 - 5 (in/in/oF)
12. Made of 100% composite/plastic with no metal or concrete and no cores.
13. Percent recycled/recyclable- 100%/100%.
14. Non-hazardous and non-leaching
15. Does not contain creosote or copper arsenate chromates.

All plastic railroad ties must be bundled for forklift unloading and shipped via truck.
All plastic railroad ties will be delivered to Sierra AD, Building 61 Hazelnut St., Herlong CA, 96133.
This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose nor will the Government pay for information solicited.
Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions.
