The use of the designated vendor, Blue Heron Biotechnology Inc, is in the best interests of the NIAID and cannot otherwise be served through competitive procurement due to the urgency; proprietary nature of the system can only be provided by the vendor identified.

This is a firm fixed-price contract and the FOB terms are "Destination" and Net 30.
