This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued.

The RFQ number is N3904021Q4155. This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-05 and DFARS Change Notice 20210603. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

The NAICS code is 511210. The small business size standard is 41.5 million. The Government intends to negotiate and award the resultant contract for Orchestra License Renewal on a SOLE SOURCE basis to Planisware in accordance with FAR 6.302-1. This notice of intent is not a request for competitive quotes. The requirement is sole sourced to Planisware because they have exclusive rights to distribute all products and services produced or marketed by Planisware. Furthermore, the Planisware software sold as Orchestra is only produced by Planisware and as such, no other version of this software is available from other agents or dealers.

This requirement is for a fixed price contract for Orchestra License Renewal at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) in accordance with attachment N3904021Q4155.xls. The period of performance is 7/15/2021 – 7/14/2022. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13.
