This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) Seattle, WA on a sole source basis from Kent C. Mayer. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide services for the planning, building, and installation of a floating fish weir and trap in the Elwha River. Proposed contractor will provide services to design, construct, and place a floating fish weir and trap in the Elwha River for the enumeration and sampling of salmonids below the dam. The project is the beginning of a comprehensive research, monitoring, and evaluation (R, M & E) plan to determine the effects of multiple-species salmonid recolonization following dam removal. Kent C. Mayer has been identified by the program office as the only source that can complete the work on this project. Kent C. Mayer has unique knowledge and experience related to the design and installation of floating weirs for enumerating and sampling Endangered Species Act (ESA)-listed salmonids. In addition the proposed vendor has developed new equipment which will help NOAA Fisheries to site a fish counting weir as part of the recolonization and recovery plan for the Elwha River salmon. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to September 30, 2010. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of publication of this synopsis will be considered by the government.
