Under authority of FAR 6.302-1, Only one Responsible Source, the U.S. Census Bureau intends to negotiate and award on a noncompetitive basis an agreement with Pitney Bowes, Inc., for software licensure, software maintenance, and helpdesk support services for four (4) Government-owned Pitney Bowes Olympus II sorters. The licenses and services are unique to this equipment and require protected proprietary information and other rights not available from another source. No vendor other than Pitney Bowes, the original equipment manufacturer, has the proprietary rights and information required to license, maintain and support this equipment. This is not a solicitation announcement or an invitation for bids. In accordance with the Federal Acquisition Regulation 5.207, all responsible sources may submit a capabilities statement. Information received regarding this announcement will be considered solely for the purpose of determining the feasibility of future competitive procurements. Otherwise, the Census Bureau believes it is in its best interest to award to Pitney Bowes, Inc., for software licensure, software maintenance, and helpdesk support services for four (4) Government-owned Pitney Bowes Olympus II sorters.
