The selected Contractor will facilitate the UASI Area Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Report (SPR) for the Region. The chosen contractor would build off the existing THIRA and SPR to establish a more even distribution of stakeholder involvement and contribution. The level of effort required to complete a detailed and usable THIRA/SPR is significant. The region would benefit from a facilitator outside of the jurisdictions who could facilitate, coordinate, compile, and identify gaps/imbalances in data. Pierce County Department of Emergency Management therefore seeks a qualified consultant/contractor to lead the THIRA/SPR for 2021, to prepare both required reports for FEMA in accordance with the requirements at the time of submission.
