THIS IS A SOURCES SOUGHT NOTICE ONLY for planning purposes to identify interested vendors for the requirement detailed below. A formal solicitation is not available for release at this time. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. The U.S. Geological Survey has a requirement for Picarro L2130-i with High Precision Vaporizer (A0211) and Autosampler (A0325) to be delivered to USGS St Petersburg Coastal Marine, FL. We require a compact single unit isotopic analyzer that can produce simultaneous high precision �18O (1� < 0.025 ‰, and 24-hour drift <0.2 ‰) and �D (1� < 0.1 ‰ and 24-hour drift <0.8 ‰) measurements on both liquid water and water vapor. The instrument should perform laser absorption spectroscopy, specifically Cavity Ring-Down Spectroscopy (CRDS). The instrument should be equipped with an autosampler and be capable of high-throughput analyses (>30 samples per day), as we expect to analyze several thousand samples per year. Because we work over a broad range of salinities, and in lake waters with potential for high organic contaminant content, the analyzer should enable analysis of �18O and �D in liquid water with total dissolved solids up to 200 g/kg, and should also have the capability of analyzing spectral features for the presence of interfering organic species and be capable of flagging contaminated samples. If our environmental samples are frequently flagged for organic contaminants, the analyzer must have commercially-available peripheral equipment that will remove interfering volatized organic compounds from water samples using a combustion system that is in-line with the vaporizer. Finally, the instrument must not require the user to “tune� the observed spectra or adjust the optics to meet the performance requirements and must be operable by a moderately trained technician (i.e., it should not require an M.S. or Ph.D. for routine operation). The Government anticipates award of a firm fixed price order for the equipment and a year maintenance of the equipment being purchase. The NAICS code is 334516. The size standard is 1,000 employees.
