The Air Force Research Laboratory (AFRL), Phillips Research Site (PRS), Directed Energy Directorate (RD), Kirtland AFB, NM intends to award a sole source contract in accordance with FAR subpart 6.302-1 (a)(2)(iii) to Crystal Fibre, Denmark, to provide a photonic crystal fiber with core diameter of 40 microns and a pump core diameter of 400 - 500 microns. The numerical aperture of the core should be 0.04 or smaller. The numerical aperture of the inner cladding shall be 0.50-0.55, suggesting the required air cladding design. Stress applying parts should be included in the design and fabrication to allow for polarization maintaining operation. These stress applying parts should create a birefringence, in the core, on the order of 1e-4. The core shall be doped with ytterbium such that the absorption for light injected into the pump core is approximately 2-3 dB/m @ 976nm. The air lattice should create a short wavelength cutoff below 1064nm but above 1030nm. 50 - 100m will be purchased. A contract will be issued to Crystal Fibre provided other sources cannot provide the services at more favorable terms. Respondents are required to provide a statement of capability containing pertinent and specific information addressing the following areas: 1. Experience: An outline of projects previously performed relevant to the subject areas. 2. Personnel: Name, professional qualifications and specific experience of scientific, engineering and program management personnel who might be assigned to work in the areas of the subject effort. 3. Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. Responses are limited to 10 pages including program plan, resumes, attachments, diagrams, etc. Any responses not addressing all requirements will be rejected.
