The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Hamamatsu Corporation, of Bridgewater, New Jersey for the purchase of photomultiplier tube (PMT) under other than full and open competition by the authority of FAR subpart 13.106 b(1): Only one responsible source and no other supplies or services will satisfy agency requirements.
The Optical Technology Division of NISTâs Physics Laboratory has a requirement for a photomultiplier tube with the following critical specifications:
1. fast rise time (<1ns);
2. spectral response in the 950 â 1700 nm range;
3. gain of 10^6;
4. high quantum efficiency (>8%).
Hamamatsu has proprietary technology that enables them to manufacture PMTs in this spectral region. No other company has developed PMTs in this spectral region. Hamamatsu is the sole manufacturer that can meet all of the critical specifications and is thus the sole provider of the required PMT.
Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractorâs commercial schedule.
The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
