This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) located in Seattle, WA on a sole source basis with Cascadia Research Collective. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $100,000.00. The proposed vendor will conduct photo ID match identification of gray whales taken in 2013. Duties include matching photos taken by other AFSC contracted vendors during the 2013 season and providing a detailed report of the number of photos taken, whale markings, whales by region and month of movements between regions. Digital images will be in TIFF or JPEG formats. This information is used for abundance and distribution studies of gray whales on the west coast of the U.S and Canada to support management decisions regarding the subsistence harvest by the Makah.

The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately July 01, 2013 through December 1, 2014. The NAICS code for this procurement is 541712 with a corresponding size standard of 500 employees. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than June 25, 2013 at 10am Pacific time.
