PHMSA has two main requirements for the contract resulting from this solicitation. The first requirement is for a one-year (1-year) subscription to access pipeline standards. The second requirement is for additional "emergency" standards which are standards that were not previously acquired by Requirement 1 - Subscription Access. Occasionally, PHMSA requires emergency standards to respond to investigations involving incidents and accidents which may require the use of standards not previously acquired by Requirement 1 - Subscription Access. Additionally, certain safety concerns or studies connected to the rulemaking process may require PHMSA to gain access to an emergency standard.
