THIS IS A SOURCES SOUGHT SYNOPSIS. This is only a sources sought announcement and not an intent to procure. A solicitation is not available at this time and any requests for a solicitation will not receive a response. The Defense Logistics Agency (DLA) Troop Support Indo-Pacific is conducting market research to identify local sources capable and interested in fulfilling a requirement for the procurement and delivery of CLASS I, Subsistence, in support of United States Department of Defense customers located in Kanto Area, Japan. The responses to this sources sought synopsis will be used to make appropriate acquisition decisions for the next procurement phase. After review of the responses submitted regarding this potential acquisition, a solicitation announcement may be published in Federal Business Opportunities if and when the Government intends to continue with the procurement.
The applicable North American Industry Classification System (NAICS) code is 311999 All Other Miscellaneous Food Manufacturing. This United States (U.S.) industry comprises establishments primarily engaged in manufacturing food (except animal food; grain and oilseed milling; sugar and confectionery products; preserved fruits, vegetables, and specialties; dairy products; meat products; seafood products; bakeries and tortillas; snack foods; coffee and tea; flavoring syrups and concentrates; seasonings and dressings; and perishable prepared food). Included in this industry are establishments primarily engaged in mixing purchased dried and/or dehydrated ingredients including those mixing purchased dried and/or dehydrated ingredients for soup mixes and bouillon.
DLA Troop Support Indo-Pacific contemplates a Blanket Purchase Agreement type contract for a base period of 12 months and shall not exceed five years in length.
The delivery location will be various locations in the Kanto Area of Japan.

All establishments and distributors furnishing subsistence items under DLA Troop Support contracts are subject to sanitation approval and surveillance as deemed appropriate by the Military Medical Service or by other Federal agencies recognized by the Military Medical Service. The Government does not intend to make any award for, nor accept, any subsistence products manufactured, processed, or stored in a facility which fails to maintain acceptable levels of food safety and food defense, is operating under such unsanitary conditions as may lead to product contamination or adulteration constituting a health hazard, or which has not been listed in an appropriate Government directory as a sanitarily approved establishment when required. The small business size standard is 500 employees. Interested parties shall provide the following information to the Government: (1) Name of company - include company address, a contact person’s name, telephone number, and email address; (2) Company size (please specify as either large or small business, etc.; (3) Describe in detail the firm’s capability to provide the items listed above along with item lead times. Respondents should include applicable Duns and Bradstreet Number (DUNS), Tax Identification Number (TIN) and System for Award Management (SAM) Commercial and Government Entity (CAGE) code number; (4) Brief Capabilities Statement of Company.
