The Contractor shall be required to provide the appropriate certified personnel, vehicles and equipment, and materials as necessary to remove existing traffic signal conduit, install new traffic signal conduit, and install AutoScope video detection cameras on the existing mast arms for all four approaches at the intersection of Phelan Road with Johnson Road in the Phelan area. The scope of services may include, but will not be limited to the following: 1) The County shall provide a) Four (4) AutoScope video detection cameras with basic mounting brackets b) One thousand (1,000) feet of video cable c) One (1) AutoScope Comm Manager unit. d) All additional labor, equipment and/or materials associated with this project shall be provided by Contractor at no additional cost to the County. 2) The Contractor shall remove the existing traffic signal conduit. a) This shall include removal and preservation of wire and cable from the existing conduit. The Contractor shall take precaution to preserve this wire and cable for reuse. b) This shall include sawcut and removal of existing asphalt above existing conduit. c) This may include sawcut and removal of existing concrete above existing conduit. d) This may require removal of other concrete elements including but not limited to sidewalk panels and electrical pull boxes. e) All excavated materials including asphalt, concrete, and existing conduit shall become the property of the Contractor and shall be properly disposed of in a manner consistent with County standards. f) Any labor, equipment and/or materials associated with this work shall be provided at no additional cost to the County. 3) The Contractor shall provide and install new, 4" Schedule 80 PVC electrical type conduit. a) This shall include installing a solid 10-gauge bare grounding wire inside the entire length of the conduit. b) The bid price for the installation of the above-mentioned conduit shall include all labor and materials associated with the installation of the conduit as well as all asphalt and/or concrete replacement. Asphalt and concrete replacement shall adhere to the Department Permit conditions. 4) The Contractor may be required to provide and install replacement wire and cable for the traffic signal indicators (signal head operations for vehicles and pedestrians) depending on field conditions. a) A contingency shall be made known and identified in the submitted quote to accommodate this potential. 5) The Contractor shall install County provided video cable within the new conduit. 6) The Contractor shall install County provided cameras and mounting brackets on the signal mast arm at a location designated by the authorized representative for the County Traffic Division. a) Extension poles up to 4 feet may be required as field conditions warrant. If needed, these shall be provided by the Contractor as well as any supplemental brackets and hardware. Any labor, equipment and/or materials associated with this shall be provided at no additional cost to the County. 7) The Contractor shall connect the County provided video cameras at the mast arm location and in the signal cabinet. a) Connections shall include wiring and securing of wires in a neat and weather resistant manner consistent with manufacturer's requirements. 8) The Contractor shall provide on-site support for camera calibration and alignment at a time and date specific by the County. a) This is currently scheduled for March 30, 2020 from 10am to 12pm (noon). 9) The Contractor shall be responsible for the work zone including providing and maintaining all traffic control associated with the required work at the intersection for the duration of the project. 10) The intersection shall not be without power (blacked out) outside of daytime working hours. Power outages shall be limited to one working day, outside of peak traffic hours, unless specifically approved by an authorized representative of the County Traffic Division. 11) Liquidated Damages The Department specified liquidated damages (Pub Cont Code 10226). Liquidated damages, if any, accrue starting on the 1st day after the expiration of the last identified working day, for this project the last working day shall be March 27, 2020. - The Contractor shall pay the County the sum of Two Hundred and Fifty Dollars ($250) per day. 12) Permits - The Contractor shall obtain an excavation permit issued by the Department of Public Works, Permits Section prior to the start of work. Permit shall be issued in the contractor's name and said contractor shall be responsible to abide by all conditions listed within the permit. The Permit cost not to exceed $500.00 shall be paid by the Contractor at no additional cost to the County.
