This is a combined Synopsis and Notice of Intent to award Sole-Source in accordance with (IAW) FAR Sections 5.2 and FAR 10.002(b)(2)
This notice neither constitutes an Invitation for Bid/Request for Proposal (RFP), nor does it restrict the 21st Contracting Squadron to an ultimate acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary.
SYNOPSIS:
THIS IS NOT A SOLICITATION. This is a synopsis in accordance with FAR Section 5.2 and FAR 13.105. This requirement will only be performed until the formal contract for custodial services is awarded. 21 CONS is seeking the interest of potential and eligible contractors to provide all management, tools, supplies, equipment and labor necessary to ensure that custodial services at Peterson AFB, CO and Cheyenne Mountain Air Force Station (CMAFS), CO in a manner that complies with commercial custodial services standards and practices. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. See Attachment 1, (draft) Performance Work Statement (PWS) dated 26 January 2016 for all requirements. The period of performance start date is 1 April 2016 with a one (1) month base period and two (2), one (1) month options. There is also the possibility of a six (6) month extension of services being included in this requirement. NOTICE OF INTENT TO AWARD SOLE-SOURCE:
The Government intends to award this requirement as a sole-source purchase order to the incumbent contractor, TTCC, for custodial services at PAFB and CMAFS, CO for a one (1) month base period with up to two (2) one-month options periods from 1 April 2016 to 30 June 2016. There is also the possibility of a six (6) month extension of services being included in this requirement. The reason for going sole-source to the incumbent contractor, TTCC, is because there is very limited time to mobilize a new workforce, receive all required security clearances and begin performance NLT 1 April 2016. Due to those circumstances coupled with the fact that this requirement is currently anticipated for a maximum of three (3) months, with a possible six (6) additional months, a sole-source acquisition is anticipated.
