Opportunity Summary SUMMARY OVERVIEW The State of Oregon, acting by and through the Oregon Military Department, ("Agency"), is issuing this Request for Quote ("RFQ") to establish a Contract for Services. For complete information, see the RFQ in the "Attachments Exist" folder. Camp Umatilla Oregon ("Camp Umatilla" or "Camp") is considered an operational military post, functions as an operations, training, and storage facility, and is located within the previous Umatilla Chemical Depot installation boundary near Hermiston, Oregon. The Camp is made up of two primary functional areas, a cantonment and a training area. The cantonment area consists of roughly 47 permanent and semi-permanent buildings. Construction dates for these buildings range from the early 1940's to 2020. The cantonment area provides facilities for troop housing, dining, maintenance, headquarters, administration, and storage in addition to recreation areas. The training area has approximately 20 buildings and 420 bunkers located within five bunker areas dating back to the early 1940's as part of the Umatilla Chemical Depot. The Oregon Army National Guard ("ORARNG") built small-arms firing ranges and range support buildings in 2011. The Agency requires pest control services for the Camp and anticipates the award of one (1) Contract resulting from this RFQ. The initial term is anticipated to be two (2) years with an option to renew up to five (5) years. The Agency will designate a Point of Contact ("Agency's POC") to coordinate with the Contractor on services, schedule, payment, and other Contract requirements. SECURITY REQUIREMENTS FOR FACILITY ACCESS: All OMD facilities are governed by REAL ID compliance regulations (https://www.dhs.gov/real-id). Security personnel are prohibited from accepting driver's licenses or ID cards from non-compliant states. Valid Photo identification in compliance with the REAL-ID compliance regulations is required for all individuals wanting access to OMD facilities. PRE-BID CONFERENCE A mandatory pre-Bid conference will be held for this RFQ on September 11, 2020 at 10:00 AM. Interested Bidders shall meet at the front gate of Camp Umatilla (see cover page of the RFQ for address) and will be escorted on-site. The purpose of this conference is to explain the RFQ requirements and to answer questions. Statements made at the pre-Bid conference are not binding upon Agency. Bidders are cautioned that the RFQ requirements will change only by written Addenda issued by Agency as provided in Sections 2.4 and 2.6 of the RFQ. Trailer Comments The Oregon Military Department (OMD) encourages all prospective Bidders to monitor ORPIN regularly through the closing date and time to avoid missing any RFQ Addenda, Q&A responses, or Announcements.
