Namibia is one of the PEPFAR countries of emphasis, with a fiscal year 2009 budget of $102 million. In Namibia, the PEPFAR program is implemented by the following U.S. government agencies: the Department of Health and Human Services (Centers for Disease Control and Prevention), the US Agency for International Development (USAID), the Department of Defense (DOD), Peace Corps and the U.S. Department of State (DOS). Achieving the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) targets for Namibia requires strong collaborative leadership skills and dynamic coordination. The incumbent is designated by the Chief of Mission (Ambassador) to serve as principal point of contact and coordinator of PEPFAR activities in Namibia. Working under the direction of the Chief of Mission (COM), the Coordinator plays a critical role in facilitating effective planning, implementation, and reporting of performance of inter-agency programs. The Coordinator is a facilitator, a communicator, and at times, a problem-solving negotiator. S/he works closely with all USG agencies involved in HIV/AIDS programming in Namibia, focusing as an honest broker to ensure a coordinated USG HIV/AIDS response in collaboration with the Government of Namibia, as well as other donor groups and implementing partners in country. The Coordinator chairs the interagency PEPFAR Management Team (PMT) which is comprised of senior representatives from each of the five USG agencies involved in PEPFAR/Namibia. The Coordinator may represent the PEPFAR program at official meetings. When the Coordinator meets with counterparts from the Government of Namibia, s/he should include USG agency leads or, if not possible, consult in advance with agency leads. The Coordinator leads the development, preparation, and submission of the Partnership Framework, the country operational plan (COP), semi-annual performance review (SAPR), and annual performance review (APR). The Coordinator is responsible for coordinating responses to regular and ad hoc requests from the Office of the Global AIDS Coordinator (OGAC) for ensuring that reports are submitted to OGAC on time for organizing the logistical arrangements for inter-agency work; and for keeping agencies on task for inter-agency efforts.
