NASA/GSFC has a requirement for data acquisition software and hardware testing on Raman lidar instrumentation, including the ACE Lidar Optical, located at both NASA/GSFC and Howard University Beltsville Campus. NASA intends to award this purchase order to Ecotronics,LLC. This system is comprised of proprietary components that was designed by Ecotronics, LLC and they are the sole developer of several custom systems in use in the Raman lidar instrumentation.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Gilser Nash, [email protected], no later than 10:00 a.m. local time on September 26, 2016. Such capabilities/qualifications will be evaluated solely for purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full andd open competition basis, based upon responses to this notice, is solely with th discretion of the government.
