Performance Based Logistic Services – M777A2 Howitzer Fleet
PURPOSE
The Army Contracting Command New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000 is issuing this combined Sources Sought Notice (SSN) / Industry Day Announcement on behalf of the Joint Program Manager Office Towed Artillery Systems (PM-TAS). This Notice / Announcement is a means of conducting market research to identify potential sources interested in and capable of providing support services and supplies to maintain and sustain the current M777A2 Howitzer force.
The results of this market research will be used to help determine the procurement method used by the Government before a solicitation is issued to address this requirement. Based on the responses to this Notice / Announcement, the Government will determine whether this requirement can be met through a small business set-aside (SBSA) or through full and open competition. All SBSA categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided in response to submissions from Industry.

A DETERMINATION NOT TO COMPETE THIS REQUIREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. IF A COMPETITIVE SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE) – THE SAM.GOV WEBSITE. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.
REQUIREMENT
The Performance Based Life Cycle Sustainment (PBLCS) contract is a hybrid government-contractor effort to provide life cycle sustainment services to the entire M777A2 fleet, to include the US Army, US Marine Corps, and various foreign partners. The primary focus of the contract is to provide end-to-end supply chain management of approximately 2,000 unique M777A2 parts to fielded units in accordance with contractual metrics, based upon established criticality, to ensure continuous operational availability of the Howitzer fleet. In addition, the contractor will provide various engineering and logistics services to support this effort, including Configuration Management, Technical Publication Support, Field Service Representatives to directly support units, and Logistics Support Data. For planning purposes, the current PBLCS contract has provided an average of $10M-$15M of spare parts ordering and an average of 9,500 requisitions per year over the duration of the contract. The Government is interested in contractors who possess the capabilities to execute this effort and showcase the following capabilities:
SOURCES SOUGHT NOTICE – SUBMISSION DETAILS
In response to this Notice, interested firms/companies are invited to describe their capabilities by providing specifications, brochures, manuals, reports, demonstration videos and/or other technical data, as well as identification of current customers. The Government is interested in receiving responses that provide examples and experience as it relates to the requirements detailed above.
All interested vendors are encouraged to provide the following documents in response to this Notice:
Responses must be no more than 5-10 pages long.
Responses to this Sources Sought Notice shall be electronically submitted via e-mail in a single document. Responses must be submitted in either Microsoft Word or Portable Document Format (PDF). Responses must include this Sources Sought Notice number W15QKN-21-X-0KID in the subject line of the e-mail and the file name of the submitted document.
NOTE: RESPONSES SHALL NOT INCLUDE ANY CLASSIFIED INFORMATION.
If a company wishes to respond with a submission that contains Controlled Unclassified Information (CUI), it may do so through the through the Department of Defense (DoD) Secure Access File Exchange (SAFE) website to the Points of Contact (POC) listed in this Notice. INDUSTRY DAY ANNOUNCEMENT
To further communicate interests and capabilities, the Government is hosting an Industry Day on 22-23 September 2021. The objective of this event is to provide Government information and obtain Industry feedback on this requirement and the proposed M777A2 PBLSC contract.
The Industry Day will be conducted in two parts: A Government Presentation and One-on-One Engagement Sessions. The notional Industry Day schedule is as follows:
Day 1- Wednesday, 22 September 2021
0900-1100 EST - Part 1: Government Presentation
1100-1200 EST - Lunch
1200-1700 EST - Part 2: One-on-One Engagement Sessions
Day 2- Thursday, 23 September 2021

Part 1: Government Presentation – Industry Day Brief
The Government Presentation will include:
The Government presentation will be held via MS Teams and will begin promptly at 0900 EST on 22 September 2021. The Government will distribute the Industry Day Brief and a calendar invitation with hyperlink for the virtual meeting on MS Teams to the Designated Representative identified in each company’s POC Attendee List. If dialing in (vice attending over internet), each company is restricted to two dial-in slots. The MS Teams meeting/teleconference number will open at 0830 EST on 22 September to provide participants 30 minutes to verify connectivity.
Part 2: One-on-One Engagement Sessions
One-on-One Engagement Sessions (Part 2) will be conducted virtually during the afternoon of 22 September 2021 and on 23 September 2021. Engagement sessions will be one-on-one virtual meetings between the Government and individual companies. The sessions are intended to provide the Government with further and more detailed information regarding Industry capabilities for meeting the requirements described in this Notice. The Government will forward assigned timeslots to individual companies via separate correspondence prior to Industry Day.
NOTE: Due to limited time slots, the Government reserves the right to restrict the number of participants in the Industry Day
Audio or visual recording devices of any kind are PROHIBITED during both the Government presentation and the one-on-one sessions.
All Industry Day events will be held at the UNCLASSIFIED – (CUI) level and the information presented by the Government is considered Distribution Statement C. There will be no hard-copy materials provided to industry. Industry Day slides will be digitally distributed to attendees before Industry Day.

Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
