The Federal Communications Commission (FCC) intends to purchase a Percon Web Based Search Tool update from PerCon Corporation. The FCC has had an ongoing subscription support contract, since 2008 for the PerCon DataLinks Internet system. The PerCon Corporation is a developer and publisher of government related databases, specializing in FCC and GIS data. This PerCon DataLinks system is critical to the FCC in that it helps the Commission's Enforcement Bureau (EB) Field Office Engineers to fulfill its mission and it is required to download information. EB has a need to enhance the PerCon DataLinks system with the creation of a web interface to the existing PerCon service to allow EB to make direct queries from the FCC's connected software application to the PerCon DataLinks site for FCC licensee, antenna registration, GMF, and other data sets currently provided by the PerCon subscription. The purpose of the acquisition is to promote the development and application of electrotechnology and allied science for the benefit of humanity, and the advancement of the profession.
This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source basis is made under 41 U.S.C. 253 (c) (1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. Any challenges to this sole source requirement must be received by July 21, 2017 NO later than 5:00PM Washington D.C. local time, in writing, and sent to

[email protected] in order to be considered by the Government for the purpose of determining whether or not to compete the requirement.
Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
The FCC has already identified that there are no other capable sources, and the FCC will issue a Firm-Fixed Price Purchase Order unless otherwise challenged to PerCon Corporation, 4906 Maple Springs-Ellery Road / Bemus Point NY 14712.
