This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote (RFQ) No. FA8527-19-Q-9191. This solicitation will be solicited under other than full and open competition.

Solicitation/Requirement is being issued IAW FAR 6.302-1(c) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements – Brand Name Descriptions for:

Peraton PuriFile Support – IAW attached Equipment List

Brand Name Justification:
The Peraton PuriFile is an approved brand name software on the agency's Enterprise Approval to Operate (ATO). The Enterprise (ATO) requires approval by the AF HBG Chief Information Assurance Officer (CIAO), it provides authority to test, certify, and accredit software that is compatible to protect Sensitive Compartmentalized Information within the Information Systems. The software utilized in the HBG weapon system meets strict technical specification and requirements that were tested to ensure reliability and compatibility to protect sensitive information. Without completing the certification and accreditation (C&A) process within the ATO, no system can operate on a Department of Defense network. This process allows the CIAO to enhance and improve the security of our networks and develop a consistent C&A process across the Department of the Air Force. It also enables AFLCMC/HBG to maintain a distributed, homogenous network of exploitation workstations capable of receiving, processing and disseminating intelligence products and information from a variety of sources. The system requiring the specified brand name software meets strict technical specification and requirements; it must be highly reliable and most importantly compatible with the equipment used by the agency’s highly sophisticated IT Systems.
