The USAID PEPFAR Program Director will be based in Maseru, Lesotho and will fill a key management and technical role. The incumbent will serve as the principal manager and technical officer for the USAID PEPFAR program in Lesotho. S/he represents USAID to the Embassy and other USG Agencies, to the Government of Lesotho (GOL) counterparts, and to USG implementing partners. S/he leads the development, management and implementation of the USAID portion of the PEPFAR program and has direct responsibility for day-to-day coordination, administrative management and technical oversight of the USAID PEPFAR portfolio in Lesotho. Duties and responsibilities include strategy development within PEPFAR and USAID parameters, program planning and development, supervision of USAID staff, and oversight of or direct activity management of USAID grants, contracts and cooperative agreements. The incumbent reports to the Pretoria-based Director of the Regional Health Office (RHO) at USAID/Southern Africa, works hand-in-hand with the RHO Lesotho backstop, and with RHO technical and administrative staff to ensure that all activities contribute to measurable results that are in accordance with agency regulations, PEPFAR strategic objectives, international ethical guidelines and standards for public health care.
