THIS IS NOT A REQUEST FOR PROPOSAL; THIS IS A NOTICE OF THE GOVERNMENTâS INTENT TO ISSUE A SOLE SOURCE CONTRACT TO DOMINION VIRGINIA POWER FOR THE DESIGN/BUILD CONSTRUCTION OF A REDUNDANT CONNECTION TO THE REGIONAL ELECTRICAL GRID.
The Government intends to award a contract to Dominion Virginia Power on a sole source basis pursuant to FAR PART 6.302-1(a)(ii)(A), only one responsible source, and no other services will satisfy the agencyâs requirements. Dominion Virginia Power is the Pentagon Reservationâs electrical utility provider and currently has an Areawide Public Utility Contract (GS-00P-08-BSD-0560) with the U.S. for Electric and Regulated Energy Management Services for the franchised areas of Virginia and North Carolina. The high voltage requirement entails connection of a new 69 kilovolt (kV) transmission line to existing Dominion 69kV transmission lines, 69kV switching and transmission distribution to a new 69kV-13.8kV transformer and a new switching station. The estimated cost of the redundant connection is $12.5M.
