The Department will retain a firm for Program Management for the PennDOT PAthways initiative. This initiative focuses on identifying and implementing statewide use fee scenarios for 1) Bridge use fee on interstates, expressways, or other selected networks; 2) Managed lanes including evaluation of flex lane scenarios in consideration; 3) Congestion pricing initially focused on Philadelphia, Pittsburgh, Harrisburg, and Allentown/Bethlehem metropolitan areas; 4) Road User Charges; 5) System-wide interstate use fee; and 6) other fees, as appropriate. This firm will serve as PennDOT’s General Use Fee Services Advisor, and lead, direct, provide input, review and approve the multi-disciplinary efforts required to manage and coordinate PennDOT’s Alternate Funding initiative, policy development, design, and implementation of alternative funding strategies across the Commonwealth. Services from the selected firm may include but are not limited to the following: program management, policy development, scheduling, technical oversight and support, design management, capital planning, traffic and revenue studies, public outreach/engagement, NEPA evaluations, legislative affairs, identification of fare collection business rules and customer service center operations requirements, coordination with other transportation and toll agencies, coordination with the Alliance for Toll Interoperability (ATI) and the E-ZPass Group (IAG), use fee gantry design, civil engineering, and procurement and contract management as required. Firms interested in this assignment must have experience in the studies for implementing use fees, use fee technology and use fee operations in the United States and have experience managing large scale, multi-discipline public works projects involving use fee system development, installation, or upgrade/conversion. Interested firms should also have experience in dealing with rating agencies. Oral presentations may be requested. The Department will not address questions during the planned project period.
