THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.

THIS ACTION IS A 100% SET-ASIDE FOR SMALL BUSINESS.

FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES ARE UTILIZED IN THIS PROCUREMENT AS AUTHORIZED BY FAR SUBPART 13.5, TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS.

THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT IS ATTACHED.

This solicitation is a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541690 with a small business size standard of $7.0M.
The National Institute of Standards and Technology (NIST) has a requirement to establish a Firm Fixed Price contract for a PED Editor for the NIST, Gaithersburg, MD Campus in accordance with this solicitation and all attachment.

Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of proposals. Faxed proposals will not be accepted.
