This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-21-4329-FS01 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 01-27. FAR 52.219-6, Notice of Total Small Business Set-Aside is applicable to this acquisition. The NAICS code is 115112 and Product and Service Code (PSC) is F006. The small business size standard is 500 employees.

GENERAL DESCRIPTION OF REQUIREMENT:  Contractor to provide all equipment, materials, and labor to deliver and spread the equivalent of 75-20-80 lbs. of N-P-K blended fertilizer with CAN being used as the source of Nitrogen, on three hundred and ninety-five (395) acres of pecan trees.  This blend will also contain twenty (20) lbs. S, two (2) lbs. B, and fifteen (15) lbs. Zn per acre. Located at the SEFTNRL located in Byron, Ga.

Successful offeror MUST be registered in System for Award Management (SAM) and complete the representations and certifications at https://www.sam.gov before an order is placed. Delivery and application of fertilizer will be required to start within 5 days of award or notice to proceed date. Delivery is FOB Destination to USDA, ARS, Byron, GA 31008.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability or quality of the items offered to meet the Government requirement, past performance/prior experience and is most price advantageous to the government.

This combined synopsis/solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-69 and the Service Contract Labor Standards statute in effect through Title 29, Part 4 of the CFR.

WAGE DETERMINATION:  Service Contract Act wage rates are applicable to this project. Current prevailing wage determination(s) at time of issuance of solicitation are Wage Determination Number: 2015-4495, Revision Number: 11, dated 12/23/2019. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government’s rights under the Inspection clause, nor does it limit the Government’s rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response.
