HOFFMAN SKANSKA LLC PDX TCORE - CONCOURSE B EXTENSION BID PACKAGE: #4.1 - CONCRETE REIN FORCING PRE-BID MEETING: JANUARY 8, 2020 AT 3:30 P.M. BIDS DUE: JANUARY 23, 2020 AT 2:00 P.M. REQUEST FOR PROPOSALS Hoffman Skanska LLC, Construction Manager/General Contractor ("CM/GC") for PDX TCORE - CONCOURSE B EXTENSION ("Project") being performed for The Port of Portland ("Owner") requests sub-bid proposals for Bid Package #4.1 - Concrete Reinforcing. A non-mandatory, but strongly encouraged, pre-bid meeting has been scheduled for 3:30 p.m. January 8, 2020 at Portland International Airport (7000 NE Airport Way, Portland, OR) Tillamook Conference Room located on the main terminal's mezzanine level above the Oregon Market. The stairway and elevator to the mezzanine level is located across from the Clock Tower. All bidders are encouraged to attend the pre-bid meeting in order to acquaint themselves with the local conditions under which the work is to be performed and to correlate personal observations with the require ments of the contract documents. Proposals must utilize the specified PROPOSAL FORM and be submitted as a single file (less than 10MB) to
[email protected], no later than 2:00 p.m., JANUARY 23, 2020. Elaborate proposals or the inclusion of nonessential information e.g. marketing/promotional mate rial, etc. is strongly discouraged. Proposals that are materially incomplete, are directed to other locations or received after the bid deadline may not be consid ered. Bidders must be properly licensed with the Oregon Construction Contractors Board ("CCB") at the time of bid. Bidders are required to file a $30,000 Public Works Bond with the CCB in accordance with ORS 279C.836 EXCEPT exemptions allowed under paragraphs (7) or (8) will not be permitted. Due to the scheduled start of the work, the $30,000 Public Works Bond must be on file with the CCB at the time of bid. This is a prevailing wage project. Bidders must comply with requirements of the prevailing wage law in ORS Chapter 279C. Refer to proposal documents for complete proposal requirements and additional infor mation. Owner and Contractor are committed to maximizing small business participation in the Project. This Project has a Small Business Enterprise (SBE) aspirational goal of 20%, of which 8.5% shall be minority owned businesses. Small Business Enterprises (SBE) are defined as for-profit small businesses that be been certified by either the State of Oregon's Certification Office for Business Inclusion and Diversity (COBID) or the Washington State Office of Minority & Women's Business Enterprises (OMWBE). Prime-tier Subcontractors that are not certified firms will have the same goal to utilize lower-tier SBE's for 20% of construction costs, of which 8.5% shall be minority owned businesses.
