The Tobacco Inspection Management System (TIMS) serves as the Office of Compliance and Enforcement's (OCE) authoritative source for data related to the inspections of tobacco product retailers which are used to determine a retailer's compliance with federal laws and regulations. OCE currently relies on TIMS to serve as its authoritative data store for data collected from inspectors who are responsible for monitoring, and ensuring compliance of, adherence to FSPTCA (Family Smoking and Tobacco Control Act) as the Act relates to the improper sale and marketing of tobacco products in retail establishments.
The FDA Center for Tobacco Products (CTP) has a need for a product that will allow CTP OCE staff the ability to effectively review inspection images during the FDA Review Process. This product will enable the Tobacco Information Management System (TIMS) to be able to create PDF Portfolio Documents for review by CTP OCE staff. This feature would be used to create a portfolio of inspection photos after completed inspections have been synced back from mobile devices, instead of one photo at a time; thus, improving CTP OCE staff productivity.

CTP's objective is to obtain the Datalogics PDF Java Toolkit or equivalent product to improve CTP OCE staff productivity while reviewing the evidence of completed retail establishment inspections.
