The Regional Health Contracting Office - Pacific is support of Tripler Army Medical Center, Hawaii, intends to make a sole source award to Qiagen, Inc. for the purchase of miScript miRNA PCR Array Rat Neurological Development & Disease, RT2 Profiler PCR Array Rat Neurogenesis, RT2 Profiler PCR Array Rat Synaptic Plasticity, RT2 Profiler PCR Array Rat Glucocorticoid Signaling, and associated miRNA and RNA isolation and PCR amplification reagents. These are the only reagents in the marketplace that can be used on rats, therefore are the only ones that can meet the Government's current need. These reagents are only manufactured and distributed by Qiagen, Inc. The statutory authority permitting this award without providing full and open competition is FAR 13.106-1(b)(1)(i), which authorizes the government to award contracts when the circumstances of the contract action deem only one source reasonably available and no other suppliers or services will satisfy agency requirements.

This announcement fulfills the synopsis requirements under FAR 5.201 and 5.203. This Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by 16 December 2016; 1600 (HST), the solicitation will be issued as only one source.
