The Pension Benefit Guaranty Corporation (PBGC) intends to award Mr. John Foster for professional services, non-personal, for the technical expertise and support for PBGC's administration of the multi-employer insurance program under Title IV of ERISA. 
    
     The contractor shall provide services which include: Assisting with the preparation of the PBGC contingency list that categorizes certain plans for possible future financial assistance; Providing advice and support relating to PBGC assisted plan mergers and mass withdrawal plan close-outs; Furnishing specialized knowledge of collective bargaining relationships that affect multiemployer plans; Appraising the feasibility and burden on the private sector of proposed actions intended to implement new law through regulations and other guidance; Assisting the Multiemployer Program Division by answering questions as to past practices for handling issues for terminated and insolvent plans; Consulting with staff on quantifying the effects of proposed regulatory and statutory changes; and Assisting the Multiemployer Program Division with technical input into studies and presentations.
    
     The period of performance is expected to be the date of the award through twelve months. An interested party may e-mail a written capability statement with sufficient experience for these required services, which shall not exceed 3 pages in length. Interested parties may submit their capability statements, and qualifications for the provision of this service, which may or may not be considered by the agency via email to [email protected] no later than 11:00 AM EDT on April 23, 2010. This is not a solicitation, but a Notice of Intent. No solicitation will be issued.
