The Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source award to Lindholm & Associates Inc., 8340 Waverly Road, Owings MD 20736-3121. PBGC requires Lindholm & Associates Inc. to continue providing services, on the Competencies portion of the original Workforce Planning IT Competencies Gap project. This action is part of the PBGC Strategic Plan Goal No. 3 Stewardship and follows into the Human Capital Strategic Plan and Succession Planning. This helps the agency to formulate a workforce training plan for the most effective and efficient workforce matched to the workload for successful accomplishment. HRD is seeking a vendor to work with staff side-by-side in providing a strategic assessment of its performance against position descriptions and take this information and create a model of competencies that provides the specific skills needed to accomplish the workload of this position. The vendor would work along side PBGC management and assess the workforce environment, observe and assist management with tools, models and options in the competency fulfillment area. PBGC intends to continue its services with Lindholm and Associates who currently handles these task. A logical follow on with the additional tasks is to award to Lindholm and Associates will allow them to complete the actions. This is an agency wide initiative and it benefits the federal government and the agency to continue with the vendor already engaged in the work with successful results.
    This is not a request for proposals; however, an interested party may e-mail a written capability statement with sufficient experience for these required services, which shall not exceed three (3) pages in length. Interested parties may submit their capability statements, and qualifications for the provision of this service, which may or may not be considered by the agency via email to [email protected] no later than 3:00 PM EDT on September 4, 2009. This is not a solicitation, but a Notice of Intent. No solicitation will be issued.
