NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot (LEAD) has a requirement to procure services for the repair of Ground Support Equipment (GSE) for the PATRIOT Missile System. This action is to procure by other than full and open competition, depot level diagnosis, repair, and recapitalization of contractor supported PATRIOT assemblies and subassemblies.
The Statutory Authority permitting Other than Full and Open Competition for this action is 10 U.S.C. 2304(c)(1) as implemented in Federal Acquisition Regulation (FAR) Subpart 6.302-1 "Only One Responsible Source and No other Supplies and Services Will Satisfy Agency Requirements". This requirement will be negotiated on a sole source basis, solicitation number W911N2-13-R-0011, Raytheon Company, 350 Lowell Street, Andover, MA 01810-4400, Cage Code 05716. Raytheon Company is the actual manufacturer and the only source known with the expertise, knowledge, and technical date package (TDP) and special inspection equipment (ASIE) required to diagnose and repair these items. Raytheon will provide the services and supplies required to repair certain assemblies and subassemblies. The contractor must be capable of performing diagnostics, repairing, and recapitalizing all packages/parts without exception. The proposed contract is a Cost-Plus-Fixed-Fee (CPFF), which will cover repair/recapitalization for a period of a base year and four option years. The solicitation will be released O/A 25 January 2013 and close O/A 25 February 2013. This notice of intent is not a request for competitive proposals.
