THIS IS A NOTICE FOR SOLE SOURCE PROCUREMENT: The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Edward R. Murrow Transmitting Station (ERM) solicitation is for commercial items prepared in accordance with the information in FAR Part 12 as supplemented with additional information. This solicitation is being issued using Simplified Acquisition Procedures under the authority of FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items.
The statutory authority permitting other than full and open competition that is applicable to the procurement is 41 U.S.C.253(c) (1) which is implemented at FAR subpart 6.302-1 as follows: "when the supplies or services required by the agency from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Based on the needs of the BBG Office of Engineering and Technical Services, Thales is the only known source which has demonstrated ability to provide for nine (10) part numbers in attachment package one (1).
The solicitation number is BBG50-Q-16-0103 and is being issued as a Request for Quotation (RFQ) that will result in a single award of a Firm Fixed Price Contract. See the attached SF-1449 - Solicitation/Contract/Order for Commercial Items for details on the requirement.
Important Notice to Offeror: Offeror must be active and eligible in the System for Award Management (SAM) to receive Federal Contracts.
At a minimum, offeror shall submit the SF-1449 back with their response to this solicitation that includes the completion of Blocks 12, 17, 23, 24, and 30.
This Notice of Sole Source is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above stated items and attachments. The written response received from the interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. All responsible sources may submit an offer that will be considered by the Agency.
