This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included with this notice.  This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued.  The solicitation number is W50S8A-20-Q-0007, and is issued as a Request for Quote (RFQ), unless otherwise indicated herein.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05.  The associated North American Industrial Classification System (NAICS) code is 811310- Commercial and Industrial Machinery, a small business size standard of $8.0M.  This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes.  The solicitation will start on the date the solicitation is posted and will end on 31 March 2020 at 1700 (5:00 PM) EST.   All services shall be rendered at Bldg. 262 on Pease Air National Guard Base in Newington, New Hampshire.

The period of performance for work shall be between  1 June 2020 and shall end no later than 1 August 2020.  Interested parties are required to submit their schedule at the time of quotation.  Quoters schedules shall be between the date listed above for consideration. 

The NH Air National Guard requires the following Services:

CLIN 0001:  Labor, 1 JOB

CLIN 0002:  Rental equipment if any (if needed)

CLIN0003: Misc supplies and equipment (if needed)

CLIN0004: CRMA Fee

All CLINs IAW SOW

Quotes submitted must be valid for at least sixty (60) days.

Once disassembly is complete, the Contractor shall place the metal debris into a 40 cubic-yard dumpster(s)  that will be made available on-site.   In the event that this work generates a significant amount of non- metal debris, the contractor shall dispose of it as waste and ensure that it is removed from government premises by the end of the performance period.  Please see the attached SOW for a complete description of the job requirements.

The contractor shall report all labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the New Hampshire Army National Guard via a secure collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1st through September 30th. While inputs may be reported any time during the FY, all data shall be reported no later than October 31st of each calendar year. Interested potential offerors are advised that the Government intends to hold a site-visit on Thursday, March 19, 2020 at 12:00 noon.  While not mandatory, the Government strongly encourages that interested parties attend prior to submitting their offers.  Please note that contractors shall not bring any controlled substances/illegal drugs or weapons onto any military installation. Contractors are subject to search. Please use the North Gate that is located across from 100 Arboretum drive, Newington, NH 03801.

FOR ALL ATTENDEES: Please fill out the attached vetting form authorization, and send it to the point of contact listed at the end of this email 72 hours prior to the site visit. You will need this to get onto our installation for the site visit.
