The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a contract for a quantity of sixty (60) Navy Portable Oil diagnostics System (PODS) part number 2087301-1N, on a sole source basis with Hach Company, Loveland, CO. The PODS will be used in the designated Navy Oil Analysis Program (NOAP) labs ashore and afloat and must include all peripheral accessories and storage case. The electronic particle counter must also have the capability of performing both on-line and bottle sampling. Acquiring these units from HACH will allow the logistics infrastructure already established to be used. Going to any other source other than HACH for this requirement would result in substantial duplication of effort and cost that will not be recovered through competition. NAWCADLKE intends to award this contract under the authority of 10 USC 2304 (C)(1), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
