The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Environmetrics & Statistics Limited (doing business as Envirostat) upon the basis of the authority provided at FAR 13.106(b)(1).
The requirement is to provide consultation with development of test plans, field and laboratory sampling procedures, the demonstration plan, test reports, technical reports/journal articles, the cost and performance report, and the final report. It shall provide field support for detonation tests taking place on Joint Base Elmendorf Richardson (JBER), Anchorage, AK in years two and three of the project. This project requires that the Contractor must be an expert in Multi Increment® Sampling and environmental statistics.
As the primary developer of Multi Increment® Sampling, Environmetrics & Statistics Limited (doing business as Envirostat) was identified as the only vendor with the expertise to perform the required testing services. Environmetrics & Statistics Limited (doing business as Envirostat) is the only known vendor who can meet the requirements.

The associated North American Industry Classification System (NAICS) code is 541690, which has a size standard of $15,000,000.
