The National Institutes of Health has a requirement to acquire 1516 supplemental vehicle parking spaces for its Federal employees at 6701 and 6705 Rockledge Drive; Bethesda, MD.

  1. The Contractor shall provide parking for 1516 vehicles and also shall provide sufficient unencumbered access for disabled staff consistent with Montgomery County ordinances and building codes.
  2. The Contractor shall provide an electronic access card technology in the quantity specified, at the location.
  3. At the time of occupancy and start of billable usage by the Contractor, the parking facility shall have physical perimeter controls to allow access for only authorized users 24 hours a day. Covered bicycle racks or lockers are also to be available per GSA Facilities Standards (P-100), and in the attached Statement of Work. Sufficient lighting especially during winter hours shall be in place to allow for safe access and passage of NIH vehicles and staff. Signage to be placed in areas designated for NIH use.
  4. Contractor will pay all utilities in the parking facility.
  5. Contractor is responsible for all repairs and maintenance of the parking facility to include snow removal, light and ballast repair/replacement, cleaning, trash removal, elevator maintenance/testing, paint re-striping, caulking, crack (exceeding 0.25 inch width) or pothole repair.
  6. The parking spaces shall be available exclusively for NIH use. Should any parking spaces in the garage or surface lot become unusable or unbillable for any reason or for any amount of time, Contractor shall agree to abate space rent on a pro rata basis which properly reflects the number of unusable spaces.
  7. The Contractor's parking facility must have 24-hour, 7 days/week entry and exit access to accommodate authorized individuals who work early mornings, late evenings, weekends or holidays.
  8. The Contractor will not have full or part time attendant on site. There shall be no requirement for authorized individuals to leave their vehicle keys with any parking attendant. No double parking will be permitted.
