The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a Panther software.  The compliant product is available solely from Eddyfi Corporation.  The NAICS code is 541519 and the business size is $30 million.

The proposed purchase order is being solicited on a brand name basis.  The proposed action is for Panther software, for which the Government intends to solicit and negotiate with only one compliant product pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reasons: Eddyfi is the only source of compatible software, with no compatible product on the market.  The NSWCCD intends to award a firm fixed-price purchase order using Simplified Acquisition Procedures.

The NSWCCD will award a contract resulting from this solicitation to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation that represent the best value to the Government. See 52.212-2- EVALUATION. Questions/clarification regarding this solicitation must be submitted no later than December 22, 2022 at 11:59AM.  All questions will be answered in an amendment to the solicitation.
