Seattle District intends to award a sole source purchase order to Panolin America INC, to provide brand name Panolin Biogrease EP1 for Environmentally Acceptable Lubricants (EAL), required replacements of grease and petroleum products at Albeni Falls Dam, Oldtown, Idaho.  Specific characteristics of the Panolin Biogrease EP1 limit the availability to a sole source vendor, no other entity is authorized to manufacture this product. Only this suggested source can furnish the requirements, to the exclusion of other sources, because the currently used products do not meet the Standard Environmental Policy for Oil Accountability at Hydro Operating Projects in the Northwestern Division and Seattle District.
