The USDA, ARS, MSA intends to award a sole source procurement to Southern Machine Welding Incorporated, 7013 West Jefferson Road, Quinton, AL. 35130, as they are the sole source for this type of electric floating paddlewheel aerator; pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a electric floating paddlewheel aerator for our specific research which could be compromised by using a different aerator. Southern Machine Welding Co. is the sole source of this type of aerator that meets the requirements of our research. Specifically, this aerator will be equipped with a 2 Horse Power, single or three phase, 240 volt/480 volt 60 Hz , continous duty electric motor T.E.F.C. with 2.1 service factor. Gearmotor will have a highdensity plastic noncorrosive cover to protect from weather. The paddlewheel drum (rotor) 5 5/8" in diameter, 22" long. Rotor will be 84 R.P.M.. Tail drive shafts will be equipped with stainless steel shafts, ultra high molecular weight (UHMW) double bored water lube bearings. Bearings can be turned over if only one side wears. The 6" paddle blades are 12-gauge steel, 11" long, curved with a "v" shape and weld on 30th sides to rotor. There are 16 blades arranged in a spiral configuration. The frame is fabricated from 2" x 2" x 316" tubing with 1 ½" x 1 ½" x 3/16" angle around top-side of floats. Floatation will be extruded from foam with bed-liner coatings set at the proper amp-draw for operating depth. All steel structure will be hot dip galvanized. The Government intends to award a firm fixed price Purchase Order on or about May 13, 2013, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00 PM central time, May 10, 2013. Information received will be considered solely for determining whether to conduct a competitive procurement.
