This is a combined synopsis/ solicitation. This requirement is for NSN 4235-01-334-0984, Pad, Absorbent, Hazardous, which is identified by 3M company, CAGE 50378, P/N HP-156 and Downeast Logistics LLC, CAGE 1RU74, P/N DL-L-WH156.. The RFQ will cover requirements for an Indefinite Delivery Purchase Order (IDPO) in accordance with FAR 13.5, Simplified Acquisition Procedures for Certain Commercial Items. The period of performance will be a 1-year base period and four, 1-year option periods. The solicitation will be issued unrestricted using other than full and open competition. The RFQ will be issued for an estimated annual quantity of 3789 BE for the base year and each option years. Offers will be solicited with a delivery of 88 days ARO. Terms are FOB Origin with Inspection and Acceptance at Destination covering DLA Direct requirements only. Clause 252.225-7021, Trade Agreements applies. The clauses at 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive in the RFQ. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation.
