The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of NAVAIR 4.4, Propulsion and Power, intends to negotiate a delivery order under Basic Ordering Agreement FA8122-09-G-0001 on a sole source basis with General Electric, 1000 Western Ave, Lynn, MA 01902 for five hundred and forty (540) redesigned gray cable P65 connector kits (Part Number 1949T47G01, Kit Identification Number 9116LKA145178TN) for the F404 engine. The P65 connector, which mates with the oil pressure transmitter, has been reported to decouple in the field due to the ratchet mechanism being degraded. This degradation was caused by a previous direction to drill and lock-wire the connector to prevent back-off. This redesigned connector features a non-coupling design feature that will prevent loosening in service and eliminates the need to drill/lock wire the connector. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. General Electric is the Original Equipment Manufacturer (OEM) and the only contractor with the requisite knowledge and experience of the current F404 engine required for this effort. The estimated period of performance for this acquisition is 29 September 2011 to 29 September 2012. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement.
