THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are, under NAICS CODE 541511, considered to be Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a proposal for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to [email protected] or by telefax to 720-963-3360 (Attn: Jeremiah Rogers) for receipt by close of business (2 p.m. local Denver time) on October 7, 2016:(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;
(2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE;
(3) Provide a list of experience in which you performed (as the prime contractor) project administration duties involving the use of Primavera Enterprise P6 management software, including updates to existing projects, input of new projects, maintaining historical project data, generating and distributing project information, analyzing and explaining performance measures, performing resource workload analysis, and providing user support on an ongoing basis. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.
The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/
A Qualified HUBZone SBC receiving a HUBZone contract for services must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs.
PROJECT DETAILS:
Federal Lands Highway Division (FLHD) uses Primavera Enterprise (P6) project management software for program management, multi-project resource and activity scheduling, earned value, reporting and workload analysis. This solicitation is for the administration of P6, including updates to existing projects, input of new projects, maintain historical project data, generate and distribute project information, analyze and explain performance measures, perform resource workload analysis, and provide user support on an ongoing basis. This also includes participation in project status update meetings, management of resource pool data, incorporation of actual time charged to activities from time and attendance records, update or modify report structures from system output, regularly assess system operation and implement process improvements that are desired by the users, perform system updates as needed, provide higher tier support on P6, and provide technical guidance and assistance to the users in operation of the system.
This solicitation will result in an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for these services; with four, one year options to be exercised at the discretion of the government.[MJ(1] Work will then be ordered on a Task Order by Task Order basis. The solicitation will include the first Task Order to be used as a pricing component.
The services will be provided at three separate locations in the United States: Central FLHD in Lakewood, CO; Western FLHD in Vancouver, WA; and Eastern FLHD in Sterling, VA.
The following tasks generally describe the work:
On a continual basis, update the project schedule and resource database. Although the capability exists for system users to input project data directly, this procedure is not currently utilized in all three offices.
It is anticipated this project will be advertised in November, 2016 with the Notice to Proceed for Task Order #1 being issued in February, 2017.
