NOTICE TO BIDDERS In response to Governor Abbott’s March 13, 2020 Proclamation, and pursuant to §418.016 of the code, Texas Parks and Wildlife Department (TPWD) has mandated that all bid openings will be privately held until further notice. Private, state employee only, held bid openings are a result of extraordinary measures are being taken in order to limit the development, contraction and spread of the novel coronavirus disease (COVID-19). Effective, Thursday, March 19, 2020, changes have been made to operations at TPWD’s Austin Headquarters. Consistent with those changes, effective immediately, and continuing until otherwise notified, all TPWD Headquarters buildings (Main HQ, Building D, Airport Commerce Park) will be closed to public access. TPWD is also suspending the acceptance of hand-delivered bids and proposals but will continue to accept bids and proposals that are submitted via courier, mail, or email. Refer to Instructions to Bidders for more information. TPWD is requesting sealed bids to perform all Work required for the following Project: Project Name Construction of Support Systems and Facilities Project Location Roger R. Fawcett WMA, Palo Pinto County, Texas Project Number 118496 Deadline for Receipt of Bids 2:00 PM (DST) November 19, 2020 Construction Estimate $4,500,000.00 – 4,900,000.00 General Scope of Work: Scope includes but is not limited to: Small Bunkhouse Building, Large Bunkhouse Building, Office/Meeting Building, Manager’s Residence, On-site Sewage Facility, new parking areas, road work, pump station with distribution system, with all infrastructure and utility scope as indicated in plans. Performance Period: All work shall be completed within Five Hundred Fifty (550) calendar days commencing on the date specified in the Notice to Proceed. This performance period includes completing the various aspects required to complete the Work, including submission of all Project Submittals, mobilization, procurement, installation, testing, inspection and delivery of documents described in the Uniform General Conditions, Article 12, 12.1.1.1. NON-MANDATORY PRE-BID MEETING. A Pre-Bid Meeting will be held on Tuesday, October 27, 2020 at 1:00 PM at the Roger R. Fawcett, Wildlife Management Area. Although the pre-bid meeting is not mandatory, Bidders are strongly encouraged to attend as important information regarding bidding requirements and the Project will be discussed. COVID-19 precautions will be adhered to. Everyone must wear a mask. Meeting will be held outdoors, keeping a minimum of six (6) ft. distance between individuals. Enter the Roger R. Fawcett WMA from the main entrance along FM 2692 northeast of Gordon, TX (entrance is marked “XO Ranch” overhead in black lettering). Enter and proceed approximately 0.5 miles to the double gates. Pass through the open gate on the right and proceed up the hill. On top of the hill, turn right and proceed approximately 0.5 miles to the office/maintenance building. The WMA is located at 4730 FM 2692, Gordon, TX 76453. Google maps will pinpoint the main entry by searching for “Fawcett Wildlife Management Area”. SITE VISIT. A tour of the Site will be conducted immediately following the Pre-Bid Meeting.
