The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Jeppesen Sanderson, Inc., Englewood, CO for the required P-8A suite of software tool licenses, which derive the core of the P-8A Electronic Flight Bag (EFB) and the NAV Database.  This will include the procurement of MilPlanner, FliteDeck Pro, On-board Performance Tool (OPT) Database and OPT Software.  Additionally, the NAV Database tool is required by the P-8A to provide Aeronautical Radio, Incorporated (ARINC)-424 navigational data and the packaging in a Navigational Data Base format readable by the Avionics Flight Management Computer (AFMC).  Under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, the Government intends to issue a sole source contract to Jeppesen Sanderson, Inc. because this firm is considered the only responsible source capable to perform this effort.  The Government does not own technical data, drawings, or other specifications to permit full and open competition.  All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement.  A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.  Responses must be received within 15 days of publication of this notice.  Responses should reference N68335-17-R-0116.  The Point of Contact is: Ms. Colleen Reilly, email: [email protected].
